On July 17, 2019, Federal Magistrate Judge Sidney I. Schenkier of the United States District Court for the Northern District of Illinois entered the Interim Employment Plan. Effective immediately, and pending implementation of a final Employment Plan to be adopted and approved by the Court, it governs: (1) all new hires, and (2) all transfers, promotions, and demotions of current employees to non-union positions (except those positions that Plaintiffs' counsel in the Shakman case has agreed are Shakman-exempt).

On August 10, 2018, Federal Magistrate Judge Sidney I. Schenkier of the United States District Court for the Northern District of Illinois, appointed Clifford L. Meacham as the Compliance Administrator for the Clerk of the Circuit Court of Cook County. This was accomplished under a court order called the Supplemental Relief Order in the Shakman litigation.

The Clerk of the Circuit Court issued Executive Order 2018-01 on August 8, 2018. The Order seeks to ensure that the hiring, promotion, and any other employment decisions in the Clerk of the Circuit Court's Office of Cook County are free from political influence. The key points of the Order include:

a description of prohibited conduct

an obligation by employees to report unlawful political discrimination to the Inspector General
-
a prohibition against retaliation, punishment, or penalty for making complaints, public disclosures, or reports about any alleged violations in the Executive Order

a commitment by the Clerk of the Court to fully cooperate with the Compliance Administrator and the Inspector General
